Os objetivos e mecanismos de avalia\u00e7\u00e3o afetam as agendas de investiga\u00e7\u00e3o, condicionando aspectos-chave ligados \u00e0 inclus\u00e3o, \u00e0 diversidade e ao impacto social da ci\u00eancia e da tecnologia. Embora as comunidades cient\u00edficas possuam conhecimentos espec\u00edficos na sua \u00e1rea de especializa\u00e7\u00e3o, normalmente t\u00eam uma vis\u00e3o limitada (disciplinar, tem\u00e1tica) das carreiras ou projetos que avaliam. A tens\u00e3o entre as pol\u00edticas cient\u00edficas e tecnol\u00f3gicas, que estimulam a transfer\u00eancia de conhecimento e a sua aplica\u00e7\u00e3o a objetivos sociais, econ\u00f3micos e ambientais, e as pr\u00e1ticas fortemente institucionalizadas de avalia\u00e7\u00e3o da ci\u00eancia, que promovem a qualidade cient\u00edfica, \u00e9 uma das barreiras centrais \u00e0 utiliza\u00e7\u00e3o eficaz do conhecimento gerado na Iberoam\u00e9rica. Argumentamos que a preval\u00eancia de uma concep\u00e7\u00e3o unidimensional de qualidade nos processos de revis\u00e3o por pares tem quatro resultados n\u00e3o intencionais: (a) exclus\u00e3o de investigadores pertencentes a sectores minorit\u00e1rios, (b) limita\u00e7\u00e3o \u00e0 participa\u00e7\u00e3o de atores n\u00e3o acad\u00e9micos, (c) marginaliza\u00e7\u00e3o de agendas de investiga\u00e7\u00e3o com relev\u00e2ncia social e (d) desincentivo ao desenvolvimento de carreiras cient\u00edficas n\u00e3o tradicionais e interdisciplinares.<\/p><p>Com base neste diagn\u00f3stico, a rede pretende contribuir para a transforma\u00e7\u00e3o dos sistemas de avalia\u00e7\u00e3o das carreiras cient\u00edficas e de financiamento de projetos de I&amp;D para aumentar a sua capacidade de orientar as agendas de investiga\u00e7\u00e3o para o desenvolvimento inclusivo e sustent\u00e1vel na Iberoam\u00e9rica, atrav\u00e9s da gera\u00e7\u00e3o de conhecimento com diversidade epist\u00e9mica, relev\u00e2ncia social e elevado potencial de aplica\u00e7\u00e3o.
