Meta-Moment (2026 – present)

The project, coordinated by the Research on Research Institute (RORI), aims to... This project will analyze the evolving landscape of metascience—the science of science itself—across a group of 15 to 18 countries. It will systematically explore relevant policies, investments, institutions, networks, disciplines, and data systems. It will be the most comprehensive study to date on how metascience is evolving at the national systems level, as well as how national systems interact with global systems.

Multi-Observatory of Science, Technology & Innovation Dynamics (Multi-Observatory) (2026 – current)

This research program, supported by the São Paulo Excellence Chair (SPEC) of FAPESP, aims to create a new framework for monitoring science, technology, and innovation (ST&I) through the sharing of data infrastructures and the adoption of pluralistic, participatory, and multi-perspective approaches, in addition to addressing some of the most pressing challenges in ST&I. The program is structured around three main components: 1) a Big Data research infrastructure, composed of a comprehensive set of interconnected databases and analytical tools to support different data-driven questions; 2) four Thematic Axes focused on pressing challenges in ST&I monitoring: Diversity and Inclusion; Public Communication; Technology and Innovation; and Diplomacy in ST&I and dynamics between science and politics; and 3) a Living Lab for the co-creation and participatory development of ST&I monitoring, involving stakeholders in the co-development and testing of more inclusive and contextually relevant monitoring indicators and approaches.

Improvement of the National System for the Evaluation of Higher Education (SINAES) (2026 – present)

The objective of this work is to revise the National System for the Evaluation of Higher Education (SINAES) and develop a set of indicators to improve it, focusing on undergraduate courses and encompassing the diversity of types of higher education institutions existing in Brazil, in their different modalities (face-to-face, distance learning, etc.). The aim is to propose new indicators, or improve existing ones, in the following dimensions: 1) conditions of supply; 2) efficiency of training processes (completion); 3) results and impact of training processes; 4) technical-scientific production; 5) impact of this production; and 6) relations between university and society.

Evaluation of the 1st Call for Proposals for Pioneering Science (2026 – present)

The evaluation has two main objectives, both from a longitudinal perspective over five years: a) to investigate the extent to which the submitted proposals – both approved and rejected – can be qualified as research at the forefront of scientific knowledge; b) to evaluate qualitatively and quantitatively the contributions and impacts of the approved projects in their respective areas.

Investigating the relationship between science diplomacy and global democracy, governance and trust: the role of inclusive metascience observatories (2025 – current)

The main objective of this project is to examine the role of evidence-informed science diplomacy as a strategic instrument for strengthening democracy, governance, and trust (DGT). The project is being developed in seven countries—Brazil, Canada, France, Poland, South Africa, the United Kingdom, and the United States. More specifically, the project seeks to: (1) understand the relationship between science diplomacy and DGT; (2) conceptualize and operationalize metascience observatories and investigate to what extent they can be mobilized to enhance science diplomacy; and (3) explore how threats to DGT can be mitigated.

Equitable Partnerships in Higher Education: Advancing Strategies for Sustainable Collaborations (2025 – current)

This study systematically analyzes strategies for establishing and maintaining balanced academic and research partnerships, particularly between institutions in the Global North and Global South. The study examines existing models for addressing power imbalances, resource disparities, and differing institutional priorities, drawing on evidence from various countries in Africa, Asia, and Latin America. While reciprocity, shared governance, and capacity building are widely recognized as critical elements for equitable partnerships, this research assesses their effective presence and efficacy within partnership ecosystems. Ultimately, the study aims to contribute to global efforts to build a fair and equitable framework for academic and research partnerships, targeting universities, governments, policymakers, and development agencies. The study is funded by The British Academy under the “Equitable Partnerships Workshops Follow-On Funding” call.

Current and Future Challenges of the Academic Profession (2024 – present)

The academic profession is central to understanding how higher education systems respond to social, institutional, and technological changes. In recent decades, reforms in university governance, institutional expansion and differentiation, intensified evaluation, and new societal demands have reshaped teaching work in various countries. This proposal analyzes the current and future challenges of the academic profession in Brazil, from an international comparative perspective, focusing on working conditions, career paths, the distribution of teaching, research, outreach, and management, internationalization, the use of artificial intelligence, and faculty well-being. The study is part of the international Future-AP network, which brings together 43 countries, and will allow for the examination of the four countries from a regional and international comparative perspective.

Student trajectories of the Graduate Program in Administration at Unicamp (2017 - current)

The objective of the research is to develop and apply a methodology to evaluate the experience of students during their graduate studies and follow their professional trajectories after the completion of the Graduate Program in Administration at Unicamp as a case study.

Strategic Impact Assessment of the Boticário Group Foundation (FGB) (2025-2026)

This work aimed to design, apply, and implement, for continuous use by the FGB (Fundação Grupo Boticário), an evaluation model capable of measuring, retrospectively (ex-post) and prospectively (ex-ante), the impacts of the Fundação Grupo Boticário in the environmental, economic, and social dimensions, based on the Foundation's different areas of activity, with an emphasis on the protection and conservation of biodiversity and natural reserves, and on the capacity to influence decisions, create instruments and strategies in different social groups.

The future of journalism and information systems (2025-2026)

Development of a study of alternative scenarios for Reporters Without Borders (with a horizon in 2035) on possible futures for information ecosystems, at global and national levels, considering ongoing technological, economic and regulatory changes, aiming to define robust trajectories towards information integrity and the consolidation of sustainable, pluralistic and reliable information ecosystems.

Results and impacts of R&D projects within the partnership between the Brazilian Industrial Research and Innovation Company (EMBRAPII) and the Brazilian Micro and Small Business Support Service (SEBRAE) (2024-2025)

This study aimed to identify and measure the impacts of R&D projects resulting from the partnership between EMBRAPII and SENAI, with an emphasis on economic, social, and environmental aspects.

Support for prospecting in Science & Technology and innovation for Technological Innovation Centers in Minas Gerais (2024)

This work aimed to support a group of Technology Innovation Centers (NITs) in Minas Gerais in: i) designing a technological prospecting study; identifying trends and future possibilities for each of the prospecting themes/objectives based on support in the application of selected methods and tools; discussing trends and future possibilities with selected stakeholders (experts and others); and defining robust strategies for developing an action plan to implement the results of the prospecting activity.

Support for the Strategic Planning of ESALQ/USP (2023-2024)

The project's objective was to support the implementation of the Strategic Planning for ESALQ/USP, including a diagnosis of the current situation and a vision for the future, as well as the definition of strategic and tactical-operational objectives.

Research on Research and Innovation: Indicators, Methods and Evidence of Impact (2022 – 2025)

The overall objective of the work is to identify, develop, and employ approaches, methodologies, and indicators that generate evidence on how research in key areas of knowledge can be better planned, funded, evaluated, and communicated, in order to generate more and greater positive impacts for society. Evaluation of results and impacts of the Brazilian Industrial Innovation Company (EMBRAPII) (2022 - 2024)

The overall objective of the work is to identify, develop and employ approaches, methodologies and indicators that generate evidence on how research in major knowledge areas can be better planned, funded, evaluated and communicated so as to generate more and greater positive impacts for society. The project is structured in four main research fronts: (i) Connecting funding to research impacts; (ii) New ways of prioritization, selection and decision in research funding; (iii) Professional trajectory and mobility of researchers; and (iv) Indicators and methodologies for analysis of higher education institutions (HEIs) and other Science and Technology Institutions (STIs).

Trends in Research and Innovation Funding Agencies (2022-2023)

The project investigated trends and new guidelines from research and innovation funding agencies worldwide. It involved an in-depth literature review and nine case studies in six countries: the United States, the United Kingdom, Sweden, South Africa, China, and France.

Analysis of the design, implementation and evaluation of the National Institutes of Science and Technology (INCTs) (2022-2023)

The project aimed to analyze the formulation process of the INCT Program, its implementation, and its processes for monitoring and evaluating results and impacts.

 

Monitoring and Evaluation model of the National Innovation Policy (2021)

The general objective of the project is to structure and operationalize the Innovation Intelligence Nucleus, governance instance of the Executive Secretariat of the Chamber of Innovation (Decree No. 10.534/2020), for the following activities: 1. The conception of original methodologies, criteria, and indicators for evaluating and monitoring the National Innovation Policy and its instruments; and 2. Evaluation and monitoring of the results and impacts of the National Innovation Policy and its instruments.

Digital Government Strategy Implementation Evaluation (2021)

The general objective of the project is to carry out the mid-term evaluation of the Digital Government Strategy (DGS) including its implementation and preliminary results. The specific objectives are: (i) Develop output and impact indicators for the DGS; (ii) Carry out an output evaluation achieved by the DGS so far; and (iii) Carry out the implementation evaluation to analyze whether current initiatives are sufficient to achieve the desired outputs and impact.

Evaluation of results and impacts of the Bean Genetic Improvement Program of the Agronomic Institute (IAC) (2020 - 2022)

The objective of the project was to develop and apply a method for evaluating the results and impacts of the Common Bean Genetic Improvement Program – Agronomic Institute, with a view to guiding the planning and management of R&D, technology transfer strategies, and the promotion of innovation. The research was based on the guidelines that should guide the proposition of methods for evaluating the results and impacts of agricultural R&D, namely: the nature of R&D activities; the R&D model; the multifunctionality of agriculture; and the specificities of case studies.

The Interaction Between Unicamp's Affirmative Action Programs and Public Schools in the Metropolitan Region of Campinas and the Municipalities of Piracicaba and Limeira (2020)

The general objective of this project is to analyze the interaction of Unicamp’s affirmative actions with public high schools in the area near its campuses (Metropolitan Region of Campinas and Piracicaba Urban Agglomeration) aiming at institutional learning.

Development of the Evaluation Methodology of Scientific and Technological Parks in Brazil (2019 – 2021)

The general objective of the project is to develop a methodology for evaluating the results and impacts and classification of science and technology parks in Brazil, considering their different stages of maturity and development, regional and territorial characteristics, sectorial and/or thematic specificities, the effectiveness of purposes and organizational and managerial efficiency.

Evaluation of R&D&I Initiatives in Water Resources in Chile (2019 – 2020)

The objective of the project was to evaluate research, development, and innovation initiatives in water resources for the agricultural, agri-food, and forestry sector in the Coquimbo Region, North Macro-zone, Chile. A portfolio of 35 projects was evaluated to establish the results achieved in the research and development process promoted by public investment for innovation and competitiveness in water resources.

Multidimensional Assessment of Results and Impacts of the National Center for Research in Energy and Materials (CNPEM) (2019 – 2020)

The objective of this work was to develop and apply a methodology for evaluation of results and impacts of CNPEM. Structure a systematic evaluation model that allows meeting the objectives of planning, accountability and and advocacy.

Impact Assessment of Innovation Calls for Industry within the scope of the National Service for Industrial Training (SENAI) (2019 – 2020)

Impact Assessment of SENAI Public Notices for Innovation – Editions 2014, 2015 and 2016. Launched in 2004, the SENAI SESI Notices for Innovation in Industries (NII) aims to finance the development of new products and/or innovative processes in the national industry and promote increased competitiveness and productivity of supported companies, globally. As a result of the assessment, subsidies were provided to SENAI for planning purposes and regarding potential improvements of the NII.

Support for the Strategic Planning of the Brazilian Agricultural Research Corporation (2019)

The objective of this work was to support the creation of Embrapa's VII Master Plan through methodological support and coordination of the process of developing the basic proposal for the Master Plan.

Brazilian Diaspora of Science, Technology and Innovation (2018 - 2025)

The objective is to investigate the role of the Brazilian Science, Technology and Innovation diaspora in the construction of networks of collaboration networks that support the domestic effort to internationalize the production (and use) of knowledge. The Diaspora is formed by highly qualified Brazilians working in occupations related to ST&I.

Catching-up along the global value chain (2018 - 2023)

Based on a research project conducted simultaneously in four countries through an interdisciplinary and intersectoral research network. Its objective was to construct and test approaches from two streams of literature: catching-up and Global Value Chains (GVCs), in the context of the Fourth Industrial Revolution (4IR).

Ongoing Evaluation of the Serrapilheira Institute (2018 - 2023)

Structuring and applying a methodology for evaluating the impacts of the first Serrapilheira Institute Call for Proposals, observing the characteristics that define its objectives, with an emphasis on innovation in research. 

Construction and implementation of a platform for evaluating the results and impacts of R&D and innovation networks at Companhia Energética de Minas Gerais (Cemig) (2018 – 2021)

The objective of the project was to develop a methodology and a platform for monitoring and evaluating the results and impacts of Cemig's R&D and innovation projects, considering the entire life cycle of the project, from contracting to a period after its completion. In addition to supporting project coordinators and managers, the system must support all R&D management in the company, guiding investment decisions.

Student engagement at Unicamp based on the "Student Experience in the Research University" (SERU) 2012 survey: student profiles with learning outcomes (2018-2019)

The purpose of this research was to analyze student engagement at a research university, understood as the amount of physical and psychological energy they devote to the academic experience, and its associations with the overall experience.

Study on the impacts of the Informatics Law dispute at the World Trade Organization (WTO) (2017 – 2018)

Study on alternatives and impacts resulting from the revision/alteration of the legal framework for incentives for the information and communication technologies (ICTs) sector in Brazil, particularly the Informatics Law, aiming at strengthening the innovation system for the sector in the country.

Systematic evaluation of the impacts of S&T actions and programs of the São Paulo Research Foundation (FAPESP) (2017 – 2020)

Explore and develop, from conceptual and applied points of view, methodological possibilities for assessing the impact of FAPESP’s programs based on secondary data, from both structured and unstructured databases, including Big Data, including Big Data. To develop and implement methodology for continuous evaluation of impacts on funding agencies, with application in selected programs of FAPESP.

Evaluation of results and impacts for the industry of the framework biodiversity regulatory structure in Brazil (2017 - 2018)

Identification and evaluation of results, impacts, opportunities and bottlenecks of sustainable use of biodiversity in selected industry segments, with a view to enhancing biodiversity-based economic activities in Brazil.

Support for Structuring the Priority Agenda of Embrapa Agricultural Informatics (2017)

The objective of this work was to support the structuring of the Priorities Agenda of Embrapa Agricultural Informatics with a view to a 10-year time horizon and to support the design of the Unit's prioritization and decision-making model.

Evaluation of Science, Technology and Innovation Policies in Latin America (2016 - 2019)

The general objective of the project is to systematize and analyze the practice of evaluation of Science, Technology and Innovation (STI) policies in Latin America from the perspective of the designs and methods used in the evaluations, as well as the use of the results, with emphasis on their contribution to the processes of formulation and implementation and/or revision of policies.

Research and development results from the Agronomic Institute (IAC): proposal of a method for evaluating multidimensional results and impacts (2016-2018)

We developed a method for assessing the results and impacts of agricultural technologies developed by the Instituto Agronômico (IAC) to guide IAC research programs, as well as to be accountable to society. The Genetic Improvement Program of the Passion Fruit is used as a case study.

System Innovation: Organizational Strategy, Research and Innovation Policy Governance (InSysPo) (2015 – 2025)

The InSySPo research activities included the analysis of innovation processes, their determinants, and their consequences. Analytical methodologies were theory-based, with a particular focus on interdisciplinary approaches that could contribute to the development of advanced applied methods for the study of innovation systems—national, regional, and sectoral—and, more broadly, for the study of innovation policies and strategies. A predominant focus of InSySPo was on issues related to Innovation Policies and Strategies, such as: technological updating and catching up; design, implementation, and evaluation of research and innovation policies; innovation and entrepreneurship ecosystems; and big data for evaluating innovation processes and research and innovation policies. The program was supported by the FAPESP São Paulo Excellence Chair.

Organizational Design of the Bioenergy Research Program (BIOEN) at FAPESP: intellectual property, incentive mechanisms and impact assessment (2009 – 2014)

The project aims to meet one of the components of the BIOEN PROGRAM call related to issues of intellectual property and technology transfer. Evaluation of Programs of the São Paulo Research Foundation (FAPESP): development and application of impact assessment methods and requirements for systematic evaluations (2009 - 2012)

This paper addresses the situation of micro, small, and medium-sized enterprises in Brazil, including a conceptual framework on intellectual property and the existing institutional framework in the country, as requested by the World Intellectual Property Organization (WIPO). Data and qualitative analysis on the use of industrial property and plant variety rights by companies in the country were also presented.

Directory of Private Research NGOs (2002 - 2004)

Mapping the activities of NGOs in order to answer two main questions: how to characterize their role in the development of ST&I and understand the specificities of the articulation they adopt to play this role. The study was inserted in the Directory of Private Research (DPP), which was conceived as an auxiliary information system for the definition and implementation of Brazilian policies for scientific, technological and innovative development. The objective of the DPP was to subsidize reflection and help decision making by national funding agencies, especially the Financier of Studies and Projects (FINEP) and the Ministry of Science and Technology (MCT), providing a more efficient allocation of resources and funding and the achievement of more effective and vigorous results.

Trends in intellectual property, technology transfer and technological information - INPI (2002)

This work was part of the strategic planning implementation effort of the National Institute of Industrial Property (INPI). The work presented a general overview of intellectual property worldwide, taking into account aspects such as the globalization process, scientific and technological development and its impacts in terms of the search for legal instruments of protection, and the changes in the institutions that regulate and coordinate intellectual property, both globally and nationally.

Topic Hierarchy Models for the Prospect Program - MCT (2002)

The objective of the work proposed here is to provide analysis models for the results of the applied Delphi Questionnaire in order to guide the decision making process. To this end, the suggested solution is the construction of multi-criteria models capable of hierarchizing the topics evaluated according to different scenarios. These models should allow a deeper analysis and stimulate reflection on the results obtained in the Delphi exercise.
