Technology Upgrading and Catching-Up in Latin America:
Reflections from Policy Evaluation

The focus of the workshop is to discuss the practice, the results and the use of ST&I policies evaluation in Latin America in the process of feed-backing the policy cycle (formulation and implementation of public policies).
Context: The Science, Technology and Innovation (STI) Policy Evaluations in Latin America (LA) Project, that is part of a broader initiative named Science and Innovation Policy Evaluations Repository (SIPER) – coordinated by Manchester Institute of Innovation Research (MIoIR) – and the current research on economic catching-up, technological upgrading and policies aspects related to the field of economics of innovation.
SIPER: It is a central source of knowledge on science and innovation policy evaluations. Its aim is twofold: (i) to provide on-line access to a unique collection of policy evaluations, located at a single location; and (ii) to allow policy learning by providing an informed analysis of the database contents that is both searchable by policy makers and other stakeholders and which provides the basis for additional academic analysis.

Adriana BinAssistant professor at the School of Applied Sciences (FCA), University of Campinas (UNICAMP), since 2009. She holds a bachelor’s degree in Food Engineering from the State University of Campinas (2000), a master’s degree (2004) and a doctorate (2008) in Science and Technology Policy from the same University and a postdoctoral fellow at the University of Manchester’s Manchester Institute of Innovation Research. She is Associate Coordinator of the Laboratory of Studies on the Organization of Research and Innovation (GEOPI) at Unicamp. Adriana has over ten years of experience in Science, Technology and Innovation (STI) management, participating in research and hands-on projects. She spent ten months as an Academic Visitor at Manchester Institute of Innovation Research (MIoIR), from September 2013 to July 2014. Adriana’s main research interests are: Evaluation in STI (conceptual and methodological issues); STI management (prospective studies, planning and decision-making) and Public Research Organizations – PRO (roles within NIS, governance, managerial and institutional models). |

Andrés LópezAndrés López is a full professor at the University of Buenos Aires (UBA) in Economic Development and also in different postgraduate courses at UBA and other universities. He has a PhD in Economics from UBA. Currently, he is Director of the Interdisciplinary Institute of Political Economy (IIEP), UBA-CONICET and of the South American Applied Research Network. He was Director of the Economics Department of the Faculty of Economics, University of Buenos Aires (FCE-UBA) from March 2006 to April 2019. He has authored several books and articles published in specialized academic journals on innovation, international integration and productive development. He has been a consultant of various international organizations and has experience on evaluation of programs. |

André Torquato RauenAndré Tortato Rauen is currently coordinator of studies on firm growth strategies at IPEA. He has more than a dozen articles indexed in the area of innovation policies, public procurement for innovation and technological orders. He organized and published the first book on innovation policies on the demand side of Brazil. |

Jairo NuñezJairo Nuñez is a researcher at the Foundation for Higher Education and Development (Fedesarrollo), Colombia. He has experience in different public institutions in Latin America, especially in governmental bodies (World Bank, BID, CEPAL). He holds a Ph.D. in Social and Humanities Sciences and a Master Degree in Economics from Javeriana University (COL). |

José Miguel Natera MarínJosé Miguel Natera holds a PhD in Economics and Management of Innovation at the University of Madrid (2014), a Master of Arts in Society, Science and Technology at the University of Oslo (2010) and Master in Economics and Management of Innovationat the University of Madrid(2010). His research area of interest is the Innovation process and its policy implications for economic development, special focus on Latin America. Currently he is a Researcher Fellow at CONACYT (Mexico) and will share his experiences about evaluation of policies in this organization. |

Lucía MonteiroLucia Monteiro is Phd in Social Sciences and executive in the Evaluation and Monitoring Unit at the National Research and Innovation Agency (ANII) of Uruguay. The Unit is in charge of the evaluation of these instruments to generate inputs for decision-making as well as collaborate to the evaluation of STI programs executed by other system institutions. The second primary goal of the Unit is the generation of Science, Technology and Innovation (STI) Indicators to provide a global view of Uruguay, summarizing the most relevant national indicators and their evolution over the last years, and compared, where possible, with the countries of the region and others more developed to show the distances. |

Sergio Luiz Monteiro Salles FilhoSergio Luiz Monteiro Salles-Filho is Professor at the Department of Science and Technology Policy at the University of Campinas (Unicamp), in Campinas, Brazil, and the director of the Geosciences Institute at the Unicamp. Prof. Salles-Filho is the coordinator of the FAPESP Impact Evaluation Program and the coordinator of the Laboratory of Innovation Management in the Sugar-Energy Sector (Nagise). He was the Director of the School of Applied Sciences of Unicamp (2010-2013), assessor of the Deputy Minister of Science and Technology (2000), and head of planning of the Brazilian National Agency for Innovation – FINEP (2001-2003). He is the founder of the Group of Studies about Research Organization and Innovation (GEOPI). His research lines are STI policy and management, with emphasis in policy design, R&D planning and management, impact evaluation and foresight studies towards national development and economic and social growth. He has post-doctoral stage at the Manchester Institute of Innovation Research, University of Manchester (UK), PhD in Economics from Unicamp, MA in Energy Applied to Agriculture at the São Paulo State University (UNESP), and B.A. Agronomic Engineering at the Federal University of Rio de Janeiro (UFRJ). |
